Privileges and immunities enjoyed

by officials of U.N.R.R.A. in U.K. derive

from specific legislation and are confined

to representatives of member Governments

on the Council of U.N.R.R.A. ́and a strictly

limited number of senior officials who

are eligible to receive the same kind

of treatment as envoys of sovereign

powers accredited to his Majesty. Such

privileges are conferred by Orders in.

under

Council made in the Diplomatic Privileges

Extension Act of 1944.

{. Any question of granting similar

privileges to U.N.R.R.A. officials in

Hong Kong would have to depend upon

passage of similar enabling legislation

in Hong Kong.

3 Scale of privileges including tex

exemption varies with grade of official.

Subject to your views would-

recommend that Acting Director of U.N.R.R.A

should be informed that his representations

have been carefully considered but that

it is regretted that U.N.R.R.A. staff in

CANNOT

Hong Kong would be granted tax exemption.
